It's been some years since we've seen this level of service in Harrowgate Hill, but Street Scene have been very busy zipping around the ward trimming-up our grass verges. I've no idea where the surplus soil comes from but over time grass, in all of our verges, seams to overspill and steadily creep out of the verge on to the pavements. The grass verges look much better. Strangely the first road to be trimmed was where I live, Middleham Road. Please let me know if your grass verge needs a trim... and I'll ask if it can be done for you. Thank you Street Scene… well worth the time and effort!

Bumper 11th edition

The spring bumper 11th edition of the Little Red Rosette is back from the printers and currently being delivered to all residents and businesses in Harrowgate Hill - the plan is to have completed deliveries by this time next week - but if for some strange reason you have not received a copy by then…. please let me know. Remember you can always download previous editions of the Little Red Rosette from this website on the archive page. I also hope to provide additional copies for you to pick up in the Premier and Coop shop and in the Harrowgate Workmen’s Club. I’d like to give a massive thank you to all those residents and great friends who helped to deliver this very heavy 8 page bumper edition, without your help I know wouldn’t have managed it! Over all Council Tax set to rise by 0.6%

At Thursdays (25/02/10) full council the increase to our council tax, including police and fire authorities, was set to rise by 0.6%

Paying your council tax is a bit like paying for your internet, telephone and television all rolled in to one, as your ‘council tax bill' actually includes; the Durham Police Authorities bill, the Durham and Darlington Fire and Rescue Authorities bill and the Councils bill, plus any Parish precepts - should you live within a parish.

The table below shows the differences between 2009/10 to 20010/11 and how the costs are broken down. The details used in this example represent the ‘middle of the road’ figures for Band D, but percentages will be the same for all bands - right across the board;

Combined, over all Band D will rise by £8.33 and the attribution of this increase is set out below;

For those of you who live within the boundaries of a Parish Council there will also be an additional Parish Precept to add to your over all council tax bill.

Whessoe Parish Councils Precept will cost each household in Band D an additional £3.86 to cover the cost of services they provide. This is actually a reduction from last years precept of £3.89 – which in contrast to Hurworth £23.22 (£16.48 last year), is really quite good.

Did you know that Whessoe Parish Council is the only Parish Council within the borough who owns their building and those residents living within the parish can hire the hall for half the amount it would costs those who don’t.

Bucking the trend

At the last General election in 2005, 61.3% of the population voted, but here in Darlington just 39,451 out of a possible 64,797 took part and even more worrying, younger people here are around half as likely to vote. I’d like the residents of Harrowgate Hill to be an exception to the rule, by bucking the trend and voting. That includes younger people and first time voters, who have never been allowed to vote before. Sammie Weller is a first time voter from Harrowgate Hill. She was Darlington's Young Citizen of the Year for her work with St Johns Ambulance and fundraising for Darlington Memorial Hospital's Children's Ward. She’s supporting Jenny's work to encourage more young people like her to vote at the general election. It is important to vote but if you’re too busy or you don’t believe you’ll be able to make it to the polling station come Election Day; there is another way to cast your vote easily. Postal Voting is one of the quickest and easiest ways to vote. And you can register to do this by simply contacting Darlington Borough Council’s Democratic Department on 388 387. It is worth noting that any new Postal Vote application form must be completed and returned 11 working days before the election. Beaumont School Sites Development Goes to Planning Committee

All three planning applications for the development of the three former Beaumont Hill first, middle and senior School sites are set to be considered by the Planning Applications Committee on Wednesday the 10th February 2010 at 13:30 Fabrick Housing Group Ltd have submitted 3 applications for the building of 34 homes on the former First School site, 40 on the Middle School and 32 on the Senior School, providing a total of 106 new homes, 30% of which will be “affordable housing” and these will be evenly distributed around the three sites. Should these applications be granted, through the sale of the sites, it is proposed that the Council will be arranging for associated highway works consisting of the resurfacing of Glebe Road, the construction of a left-hand turn lane from Glebe Road onto Salters Lane North, the upgrading of Green Lane to the south of the Middle School site, which serves as a direct off-road link to Whinfield District Centre, 2 fully equipped pairs of bus stops and shelters for Glebe Road and Laburnum Road. In addition there will be improved barriers provided to the entrance of Skerringham Community Woodland, improved surfacing at Skerringham Community Woodland and overhead signage and an interpretation board in relation to Skerringham Community Woodland. The Council’s Affordable Housing Supplementary Planning Document requires an element of affordable housing where the development is within the urban area and as these application’s include 30% affordable housing it is considered that this is an acceptable alternative route to take instead of a Section 106 Agreement and will enable a prompt decision to be made on the planning application, in line with Government requirements that Councils reduce undue delays for developers, especially in the current economic climate. Residents of Saltersgate Road and users of the football field on Glebe Road will be be please to read that there is also a recommendation, within each report, to secure a developer contribution towards the improvement (in terms of drainage) of the football field on Glebe Road as an acceptable means of fulfilling the open space enhancement requirement contained within the Council’s Supplementary Planning Guidance.
