Civil Parking Enforcement |

 Parking on a double yellow line or causing an obstruction is a criminal offence which the Police have always dealt with. But soon our council will be taking on the responsibility of ‘policing’ these offences.
Our council is applying to the department of transport (DfT) for the transfer of parking on double yellow lines etc from being a criminal offence to being a civil offence (decriminalising parking enforcement).
Physical works (repainting of yellow lines etc) to the highways network are ongoing and must be completed 6 weeks prior to the go live date. The council is investing in additional staff, Civil Enforcement Officers, (CEO’S) with a new identifiable uniform, hand held units and a backend office computer system.
The new levels and charges of parking penalties are going to be £70 or £50 depending on contravention and it is hoped that transfer will be complete by April 2010. Once completed residents can report nuisance parking to me and the council directly, where CEO’s will be asked to visit and enforce the highways law.

Mewburn rear lane - The lane that time forgot |

 A resident living in Mewburn Court contacted me to ask if there was anything I could do about the state of a rear lane near to her home. I did know of the lane, but like many had not walked it for quite some time, so I went along to see. As I entered I could not believe just how bad it really was, and I reckon could have been awarded ‘most untidy area in Darlington’.
The path was almost impassable with overgrown bushes, shrubs and tree branches, with litter and inches of moss but after I reported the area to them, Street Scene were out the very next day, and brought the whole stretch back to up to standard.
Apparently the lane had slipped off their radar - an oversight which had dated back several years. Clearly this lane has not had the attention it should have and now that the council are aware of the situation, they will monitor over forthcoming months/years to ensure there is no recurrence.

6a/b Bus route - Temporary bus stops |

 The 6a/b bus service returned along Mayfair Road, Laburnum Road and Glebe Road on Sunday 1 November 2009 and the council installed four temporary bus stops near to 27 Mayfair Road, 2 Myrtle Gardens, and 55, 57 & 62 Laburnum Road.
Hopefully by the end of January 2010 bus stops in these or alternative locations will be made a permanent feature... following a full consultation with residents, the police and the bus operator.
The permanent stops will have a raised kerb installed to assist elderly/disabled and mothers with pushchairs and a bus stop clearway will be marked on the road.
Currently Arriva are operating hail and ride on Mayfair/Laburnum/Glebe Road and are also observing the temporary stops, as this is what has been registered with the Traffic Commissioner, however when the permanent stops are in place, the registration will be changed to reflect this, and the bus will then only stop at the bus stops. |

Additional Lighting Requests - Update |

 Neighbourhood Services Scrutiny Committee and Economy and Environment Scrutiny Committee to undertake a Review on street lighting.
Here in Harrowgate Hill there are four outstanding requests for additional street lighting. When a request is made for additional street lighting, it seems that any available funding is spent on the next one on the list.
There's a relatively small budget for new street lighting (10K), which is awarded to areas where there is evidence of ASB - but I'm unsure as to what qualifies as ASB (what the criteria's are) and, should there be more areas in need than can be budgeted for, how they might be prioritised.
There is a set criteria and formula to determine need and prioritisation for the hardening of grass verges and I would like to see a similar formula drawn up for additional street lighting. And this is why I made the request for a review of street light funding and prioritisation through the Economy and Environment Scrutiny Committee.
Monitoring and Co-ordination Group gave consideration to the request I made and agreed to the establishment of a Joint Task and Finish Review Group. The remit of the Review will be to look at the Policy and criteria for the provision of additional street lighting within the Borough.

Adding a little bit of colour |

 I’m organising a bulb planting event for November. The plan is to meet on the 5th November at 10am in the former Beaumont Hill school grounds, near to the iron railings (on the inside) along Salters Lane North, opposite the Harrowgate Workmen’s club.
Longfield and Harrowgate Hill Schools’ Council and head girl and boy, along with foundation children from St. Mark’s Pre-school plan to attend, so it should be a good day... our fingers are crossed for good weather!
Street Scene will be there to help out and a member of the Parks and Countryside team may attend also, to give a short talk to everyone about gardening in general.
And after the frosts have made way for spring, these bulbs will make our little place a whole lot brighter :) |
